WORKSHOP OBJECTIVES

The global hydrogen economy is transitioning from research to large-scale commercialization. Vietnam's Hydrogen Energy Development Strategy (Decision 165/QD-TTg) sets targets of 100,000–500,000 tons/year by 2030 and 10–20 million tons by 2050, and hydrogen technology was added to the list of national strategic technologies in June 2026. However, unlike the fragmented approach currently in place (focusing only on R&D, or only on production, storage, or consumption), this workshop aims to build a comprehensive hydrogen economic model – where scientific research, production, storage, transportation, domestic consumption, and exports form a closed-loop value chain, generating profits and ensuring sustainability, contributing to GDP growth in line with the Vietnamese Government's dual growth target.

 

The workshop pursues the following specific objectives:

  • Connecting the hydrogen value chain: Create a forum to connect stakeholders from agriculture, industry, finance, research, and policy, promoting collaboration along the entire hydrogen value chain.

  • Sharing international experience: Learn from successful hydrogen economy development models in Japan, South Korea, and China, drawing lessons for Vietnam.

  • Proposing models for Vietnam: Introduce and discuss two focal hydrogen economic models: the Agricultural model (Mekong Delta advantage) and the Industrial model (Southern Key Economic Region advantage).

  • Connecting finance and investment: Connect project developers with banks, financial institutions, and investors, promoting capital flows for green hydrogen projects in Vietnam.

  • Shaping regional cooperation: Update strategies and needs of regional countries (Singapore, Indonesia), identify opportunities for cooperation and trade in hydrogen and ammonia within ASEAN.

 

PARTICIPANTS

The workshop is intended for investors and hydrogen project developers in Vietnam, banks and financial institutions, heavy industry, agriculture, oil and gas, chemical, and power corporations.   • Content: Overview of South Korea's hydrogen strategy; public-private partnership models; lessons on infrastructure development and applications in agriculture and industry.

  • Speaker: Mr. Le Ngoc Anh Minh – Chairman of VAHC

  • Speaker: Representative of a Japanese heavy industry or financial/consulting corporation

  • Content: Introduction to the integrated model of production, storage, and hydrogen utilization at Japan's Hydrogen Park; lessons in operational management and supply chain connectivity.

10:35 – 10:55 AM | Presentation 5: Technological and Hydrogen Economic Research at HUTECH – Contributions to the Development of Ho Chi Minh City's Hydrogen Economy

  • Speaker: Representative of Ho Chi Minh City University of Technology (HUTECH)

  • Content: Applied research on hydrogen production and storage; proposed solutions for transport and industrial systems in HCMC; the role of universities in human resource training.

10:55 – 11:15 AM | Presentation 6: Green Hydrogen Development in Indonesia – Strategy and Regional Cooperation Opportunities

  • Speaker: Representative of the Indonesian Chamber of Commerce and Industry (invited)

  • Content: Indonesia's hydrogen development roadmap; potential for trade and investment cooperation within ASEAN; regional hydrogen supply chain connectivity.

11:15 – 11:30 AM | Presentation 7: Singapore's Hydrogen Strategy and H₂/NH₃ Trade – Procurement Directions and Cooperation

  • Speaker: Representative of the Consulate General of Singapore in Ho Chi Minh City (invited)

  • Content: Update on Singapore's hydrogen strategy; demand for hydrogen and ammonia imports; opportunities for Vietnamese producers in the regional supply chain.

11:30 – 11:45 AM | Presentation 8: Outlook for Financial Markets and Investment in Green Hydrogen in Vietnam

  • Speaker: Representative of a financial corporation or investment/financial advisory firm

  • Content: Analysis of the capital market landscape and capital mobilization channels for hydrogen projects; forecast of domestic and foreign investment flows; key financial indicators and risks to consider.

11:45 AM – 12:00 PM | Panel discussion and closing

  • Moderator: Mr. Le Ngoc Anh Minh – Chairman of VAHC

  • Content: Summary of cooperation proposals; networking among participants; post-workshop action directions.

Note: The program is tentative and may be adjusted according to presentation duration and the actual needs of the speakers. If needed, the workshop could be moved to the afternoon (1:30 PM – 5:00 PM).
