Webinar: Taiwan Hydrogen Cooperation with Vietnam Partners - Connecting Technology, Realizing the Green Hydrogen Strategy

On August 27, 2026, the Webinar "Taiwan Hydrogen Cooperation with Vietnam Partners: Connecting Technology, Realizing the Green Hydrogen Strategy" was successfully held with nearly 40 experts, businesses, and researchers from both sides participating and others in ASEAN region, EU, and India.

Cooperation Background
The seminar was built on a solid cooperation foundation, including the Memorandum of Understanding signed between the Vietnam ASEAN Hydrogen Club (VAHC) and the Taiwan Hydrogen and Fuel Cell Partnership (THFCP) on May 14, 2025. The event also took place in the context of Vietnam's accelerating national hydrogen strategy, targeting 100,000-500,000 tons of green hydrogen production annually by 2030 (Decision 165/QĐ-TTg) and listing hydrogen as a National Strategic Technology (Decision 21/QĐ-TTg) and Vietnam also launched the carbon trading floor which can create side revenue for hydrogen projects.

Main Content
The seminar consisted of three main parts with presentations and discussions:
Part I – Opening Session
Mr. Le Ngoc Anh Minh, Chairman of VAHC, delivered the opening remarks, emphasizing the importance of international cooperation in promoting green hydrogen development. Mr. Sebastian YEN-CHUN LAI, Deputy CEO of THFCP, shared strategic directions for hydrogen cooperation, and Mr. Steven Lu, Chairman of Vietnam Proud Construction Networking (VPC), highlighted the role of business connectivity.

Part II – Presentations
Mr. Sebastian YEN-CHUN LAI presented an overview of Taiwan's hydrogen ecosystem, including support policies, regulations, and typical projects. According to the presentation, Taiwan's hydrogen policy was driven by the National Development Council's Net Zero Roadmap (2022) with 12 key strategies. Recently, Leader of Taiwan, Mr. William Lai has promoted 20 carbon reduction flagship projects, including hydrogen, ammonia, and CCS. Regarding regulations, the Energy Administration Act has recognized hydrogen as an energy source, and regulations for hydrogen refueling stations along with subsidy programs have been issued.
Taiwan's first hydrogen refueling station in Kaohsiung is expected to begin operation by the end of 2026, and the first hydrogen buses will also be put into service this year. Taiwan's industrial hydrogen ecosystem is relatively complete, from materials, production, storage to applications, with companies like Delta Electronics investing in solid oxide fuel cell (SOFC/SOEC) technology.
Dr. Chang, Chairman of U Hydrogen Technologies, introduced the company's technological capabilities and products. U Hydrogen focuses on PEM (Proton Exchange Membrane) electrolysis technology and is developing AEM (Anion Exchange Membrane) technology. The company has developed on-site hydrogen generation systems ranging from 1 to 100 liters per minute, with applications in industry, energy, and healthcare. The highlight is the Nantou hydrogen demonstration project, combining an 80 kW solar array with a 30 kW PEM electrolyzer, producing 6 m³ of hydrogen per hour. U Hydrogen is also developing Electrochemical Hydrogen Compression and Purification (EHC) technology and aiming toward a "Hydrogen as a Service" (HAAS) business model.
Part III – Discussion and Closing
The discussion session featured panelists from VAHC, THFCP, U Hydrogen, VPC, KPT Chemical Group (Malaysia), and Indefol (Vietnam). Mr. Manuel Baumgartner (Indefol) shared about a 42 MW fuel cell plant project in Vinh Long and expressed the need for cooperation on 20 MW-scale AEM technology. Mr. John Tay (KPT Chemical) introduced ammonia and hydrogen storage and transportation systems, as well as the need for cooperation on hydrogen refueling stations and off-grid applications.
