Vietnam – ASEAN Hydrogen Club is a private-sector initiative that enthusiastically supports Resolution 68-NQ/TW of the Politburo on private economic development. We are committed to aligning with national strategies by advancing innovation, green transition, and clean energy—especially hydrogen as a new growth driver in the Net-Zero era.

Vietnam has over 940,000 private enterprises and 5 million household businesses.

The private sector contributes 50 % of GDP, 30 % of state budget revenue, and employs 82 % of the workforce.

However, most businesses are small-scale, with limited capital, technology, and integration into global supply chains.
2. Guiding principles

The private sector is regarded as the most important driving force in a socialist-oriented market economy.

Remove biases, ensure fair market access, and protect property rights and freedom of business.
3. Goals by 2030

Reach 2 million private enterprises.

Private sector to contribute 55–58 % of GDP.

Labor productivity to grow 8.5–9.5 %/year.

At least 20 large private firms to join global value chains.
4. Vision to 2045
