South Korea Launches Pre-Feasibility Study for Green Ammonia Production in South-Central Vietnam

The Korea Overseas Infrastructure & Urban Development Corporation (KIND) has issued a tender notice for a pre-feasibility study on a green ammonia production facility project in Binh Thuan, Vietnam.

According to Notice No. 26-023, posted on South Korea's national electronic procurement system (G2B), the project has an estimated budget of KRW 500 million (approximately USD 380,000) with a 150-day implementation period. The bid submission deadline was June 8, 2026.

The tender follows a competitive bidding process with contractor selection through negotiation with the highest-ranked bidder. Technical scores account for 90% of the evaluation, while price scores account for 10%. Bidders must achieve at least 85% of the total technical evaluation points to qualify for the negotiation round. Joint ventures are permitted with a maximum of five members, each holding a minimum 10% stake.

The study will assess wind and solar power potential in Binh Thuan, select production technology, determine optimal plant capacity, and evaluate economic viability. The results will serve as a basis for South Korea and Vietnam to consider a large-scale green ammonia production project in the future.

Attached appendices include Terms of Reference (TOR), technical proposal requirements, evaluation criteria, and contract templates. This is a strategic move to advance the global green ammonia supply chain, leveraging the abundant renewable energy potential of South-Central Vietnam.

Prior to this, Japan had taken pioneering steps in exploring green ammonia production potential in the same region. In August 2023, Japan's Ministry of Economy, Trade and Industry (METI) selected IHI Corporation and Maeda Corporation to conduct a feasibility study on green hydrogen and ammonia production in Vietnam. This was one of two Japanese projects selected under the government-sponsored Overseas Infrastructure Expansion Survey Programme, among 12 projects worldwide. The study focused on assessing technical and economic feasibility for stable green hydrogen and ammonia production using renewable energy sources such as solar and small-scale hydropower, combined with energy management and storage systems to balance supply.

South-Central Vietnam is thus attracting strong interest from both Northeast Asian countries, with parallel studies by South Korea and Japan reflecting Vietnam's strategic position in the global green ammonia supply chain.
