Vietnam Business Forum Magazine (VCCI) cordially invites members and partners of the Vietnam Hydrogen Club (VAHC) to join the special publication "Hydrogen Vietnam: Promoting Action, Opening a New Energy Flow," scheduled for release in Vietnam Business Forum print and electronic editions in November 2026, on the occasion of COP31 taking place in Antalya, Türkiye from November 9 to 20, 2026.

 

I. Background and Positioning of the Publication

Vietnam's Hydrogen Energy Development Strategy to 2030, with a vision to 2050, was approved under Decision No. 165/QĐ-TTg dated February 7, 2024. After nearly 3 years of implementation, Hydrogen Vietnam has seen developments in projects, businesses, technology and international cooperation.

 

Report No. 411/BCT-DKT dated January 19, 2026 of the Ministry of Industry and Trade shows that many green hydrogen projects are being researched and prepared for investment; however, the market, infrastructure, technology, costs, standards and support mechanisms remain bottlenecks that need to be addressed.

 

COP31 taking place in Antalya, Türkiye from November 9–20, 2026 is an occasion to review the developments of Hydrogen Vietnam in 2026, identify the gap from strategy to projects, customers and the market, and thereby promote concrete actions in the next period.

 

The publication focuses on recording projects, businesses, technologies and cooperation models with concrete progress; reflecting issues raised regarding policy, technology, infrastructure, finance and the market; and expanding international perspectives and proposing directions to promote Hydrogen Vietnam.

 

II. Content of the Publication

Article 1. VAHC Chairman – The Hydrogen Vietnam Picture After Nearly 3 Years

Reviewing key developments since the Strategy was issued; projects, businesses, technologies and cooperation models that have made progress. Major bottlenecks and priority actions for Hydrogen to move from orientation and projects to production, application and the market.

 

Article Series 2. Hydrogen and the COPs – From Commitment to Action

Hydrogen in the COP process, from climate commitments to promoting energy transition, investment and the market. Developments and issues raised at COP31; opportunities for Vietnam to strengthen international connections, technology and finance for Hydrogen.

 

Article Series 3. Hydrogen in Countries – Directions and Experience

Hydrogen development experience in Japan, South Korea, China, Germany/EU, Australia and the Middle East. Approaches to technology, energy sources, infrastructure, costs, standards, customers and the market. Experience that can be referenced for Vietnam.

 

Article Series 4. Hydrogen from the Perspective of Ministries and Sectors – From Strategy to Implementation

Results of implementing Decision 165/QĐ-TTg; issues raised through Report 411/BCT-DKT. Mechanisms, policies, planning, standards, technology, finance and infrastructure for Hydrogen. Orientations and solutions of ministries and sectors in the 2026–2030 period.

 

Article Series 5. Hydrogen in Localities – From Potential to Projects

Advantages, development orientations and hydrogen projects being researched, prepared for investment and implemented. Experience in attracting investment, developing infrastructure, connecting energy sources and forming a hydrogen ecosystem. Recommendations and proposals from localities to promote projects and the market.

 

Article Series 6. Vietnamese Enterprises – From Strategy to Projects

Strategies, projects and concrete steps of DDI enterprises in producing, applying and developing Hydrogen. Typical projects, technology, capital, progress, usage needs and the ability to form hydrogen customers. Difficulties and recommendations of enterprises in the investment and implementation process.

 

Article Series 7. FDI Enterprises and International Partners – Technology, Capital and Market

Investment, technology, transfer and cooperation activities of international enterprises and investors in Vietnam. Opportunities to connect Vietnamese enterprises with regional and international hydrogen value chains. Conditions for attracting technology, capital and high-quality hydrogen projects.

 

Article Series 8. Hydrogen Technology – Infrastructure – Market

Production technology, electrolysis, renewable power sources, storage, transportation, distribution and safety standards. The cost, finance, customer and competitiveness equation of green hydrogen. Necessary conditions to form a market and gradually develop the hydrogen value chain in Vietnam.

 

Article Series 9. Vietnam Hydrogen Forum – Bottlenecks and Action

Dialogue between management agencies, VAHC, localities, enterprises, experts, investors and international partners. Focusing on key issues: How far has Hydrogen Vietnam progressed; what is the biggest bottleneck; where are the first customers; what mechanisms, infrastructure and standards are needed; priority actions for the 2026–2030 period.

 

Article Series 10. Documents, Policies and Issues Raised

The system of documents related to Hydrogen, energy, electricity, chemicals, investment and clean energy development. Policies issued, gaps to be completed and mechanisms needed to promote projects, applications and the formation of the hydrogen market.

 

Article Series 11. H2 Innovation in Vietnam, ASEAN Region and Other Regions

H2 startup enterprises in Vietnam, breakthrough research on H2 and H2-related topics in Vietnam. Innovative H2 technologies of the ASEAN region, China, Japan, South Korea, Europe, North America and other regions.

 

Article Series 12. Orientation for Training Experts and Hydrogen Human Resources for Vietnam

Training models for the hydrogen industry in advanced countries. Current status of hydrogen industry training in Vietnam. Proposal to open formal hydrogen training: Hydrogen specialized training program consisting of four modules: (1) Introduction to Hydrogen and Energy Transition; (2) Hydrogen Production Technology (electrolysis, reforming, gasification); (3) Hydrogen Storage, Transportation and Infrastructure; (4) Hydrogen Applications in Industry and Transportation. Each module 30–45 hours, combining theory, practice and project visits. The program can be implemented as short-term certified courses or formal training at college and university levels.

 

III. Expected Coordination for Implementation

VAHC: Coordinate in providing information, data, documents and images; connect management agencies, localities, enterprises, experts, investors and suitable partners; support communication and spread the publication on VAHC channels and networks.
