Hydrogen: A New Driving Force for Green Energy Transition in Industry

In the context of energy transition and the implementation of Net Zero commitments, hydrogen is expected to become a new driving force for the development of green industry in Vietnam.

 

Green Hydrogen: Strategic Orientation and Implementation Challenges in Vietnam

On the morning of December 19, 2025, in Ho Chi Minh City, the second workshop “Experiences and Solutions to Promote the Application of Hydrogen Energy in Typical Industries of Vietnam” was held within the framework of the National Program on Energy Saving and Efficiency.

The workshop was chaired by the Department of Innovation, Green Transition and Industrial Promotion (Ministry of Industry and Trade); implemented by the Center for Industrial and Trade Information in coordination with the Department of Oil, Gas and Coal (Ministry of Industry and Trade), with the participation of experts, scientists, business representatives and media agencies.

Mr. Dang Hai Anh - Deputy Director of the Department of Oil, Gas and Coal, delivered the opening remarks.

 

In his opening speech at the workshop, Mr. Dang Hai Anh, Deputy Director of the Department of Oil, Gas and Coal, Ministry of Industry and Trade, stated that in the context of the world accelerating the energy transition, responding to climate change and aiming for Net Zero, hydrogen energy – especially green hydrogen – is increasingly being affirmed as an important component in the future energy system. Many countries and major economies around the world have issued national hydrogen strategies, invested heavily in research and development of infrastructure, and promoted the commercialization of hydrogen on an increasingly large scale.

For Vietnam, the Net Zero commitment at COP26 has created an urgent need for a transformation of the growth model towards green and sustainable development. Over the past period, the Government has gradually perfected the legal framework and strategic orientation for the development of new energy sources, including hydrogen energy. The issuance of the Hydrogen Energy Development Strategy to 2030, with a vision to 2050, is a significant milestone, demonstrating Vietnam's determination to access and develop this advanced energy sector.

 

In the strategy, hydrogen is considered a clean fuel with a special role in reducing emissions in sectors that are difficult to transition to, such as heavy industry, transportation, and power generation. According to the plan, by 2030, Vietnam aims to produce 100,000-500,000 tons of clean hydrogen annually. By 2050, clean hydrogen production is expected to increase to 10-20 million tons per year.

Mr. Dang Hai Anh, Deputy Director of the Department of Oil, Gas and Coal, also stated that many challenges remain between strategic direction and practical implementation, especially regarding technology costs, infrastructure, policy mechanisms, human resources, and the readiness of businesses. Therefore, the role of exchange forums like today's workshop is crucial in connecting the voices of management agencies, experts, and the business community, helping to bridge the gap between policy and practice.

 

“The organizing committee expects that, with the active participation and frank, responsible exchange of opinions from the delegates, the workshop will provide practical information and diverse perspectives, contributing to supporting management agencies in the process of building and perfecting policies, while also creating more impetus for businesses to boldly approach and apply hydrogen energy,” Mr. Dang Hai Anh emphasized.

Also within the framework of the workshop, delegates heard a preliminary assessment of the survey results on businesses' access to and application of hydrogen energy, reflecting the increasing interest of the business community in hydrogen, and noting many recommendations and suggestions stemming from practical implementation, focusing on the need to improve mechanisms and policies, develop infrastructure, and provide appropriate support solutions.

Mr. Nguyen Ngoc Hieu, Specialist from the Department of Oil, Gas and Coal, presented on "Vietnam's Hydrogen Energy Development Strategy to 2030, Vision to 2050."

 

In addition, the workshop heard many in-depth presentations, including: a presentation on the mechanisms and policies for hydrogen energy development in Vietnam, clarifying the orientation and key contents in building and perfecting the legal framework for hydrogen development; a presentation on the potential for developing green hydrogen in Vietnam – opportunities and challenges, analyzing the development potential as well as technological, cost and market barriers; a presentation on business opportunities and suggestions for diversifying the low-emission hydrogen supply chain in Vietnam, thereby opening new perspectives on the possibility of Vietnamese businesses participating in the hydrogen value chain.

Mr. Nguyen Quoc Lan, Deputy Director of the Center for Industrial and Trade Information, spoke at the workshop.

 

Furthermore, there was a sharing session by businesses on the topic of "Development Potential of The programs "H₂ in Vietnam" and "Integrated Electricity and Hydrogen Production System" provided practical experiences and perspectives. 

From international businesses, contributing to clarifying the prospects for the development of the hydrogen market in Vietnam in the coming time.

 

Ông Lê Ngọc Ánh Minh, Chủ tịch CLB Hydrogen Việt Nam ASEAN trình bày tham luận về "Cơ hội kinh doanh và gợi ý đa dạng hóa chuỗi cung ứng hydo phát thải thấp tại Việt Nam".

 

Mr. Le Ngoc Anh Minh, Chairman of the Vietnam-ASEAN Hydrogen Club, presented a paper on "Business Opportunities and Suggestions for Diversifying the Low-Emission Hydrogen Supply Chain in Vietnam".

Dr. Cao Thuy Oanh, from the Research and Development Hub of the Vietnam ASEAN Hydrogen Club, shared insights on business opportunities for low-emission hydrogen in Vietnam.

 

Ông Nguyễn Hữu Lương - đại diện Viện Dầu khí có những trình bày về "Tiềm năng phát triển hydrogen xanh tại Việt Nam: Cơ hội và thách thức.

 

Dr. Nguyen Huu Luong, representing the Vietnam Petroleum Institute, presented on "The Potential for Green Hydrogen Development in Vietnam: Opportunities and Challenges."

 

The discussions at the workshop showed a high degree of consensus on the role of hydrogen energy in the energy transition and emission reduction roadmap, while emphasizing the need to further improve mechanisms and policies; and strengthen coordination between the State, businesses, research institutes, and international partners to bring hydrogen from strategic orientation into practical production and business.

 

The second workshop in Ho Chi Minh City further affirmed the role of the workshop series in connecting policies, experts, and the business community, contributing to promoting the green energy transition and sustainable industrial development in Vietnam.
