Green hydrogen officially added to Vietnam's list of national strategic technology products

According to Decision No. 21/QĐ-TTg issued by the Prime Minister on April 30, 2026, "Systems for producing, storing, transporting and distributing green hydrogen and biofuels" have been officially recognized as a strategic technology product of Vietnam. The decision took effect from the date of signing and was published on the Government's electronic portal, marking an important milestone in the national energy and industrial development strategy.
Position of hydrogen in the strategic list
Specifically, under Item 19 of "Group 1: Strategic technology products with existing markets, capable of creating a major and direct impact on economic development", green hydrogen and biofuels are listed alongside other core technologies such as advanced batteries (Item 18), high-voltage electrical equipment (Item 20), and carbon capture, utilization and storage systems (Item 21). The placement of green hydrogen in the group of products with "existing market" and "major impact on economic development" demonstrates the Government's high assessment of the commercial potential and contribution of this clean fuel to sustainable economic growth.
Accordingly, the system for producing, storing, transporting and distributing green hydrogen is not merely a renewable energy technology, but is considered a strategic technology product capable of creating new markets, attracting investment, developing supply chains, and generating high-quality employment. This provides an important legal and policy basis for ministries, sectors, localities and enterprises to prioritize resources for researching and implementing green hydrogen projects in the coming period.
Decision 21/QĐ-TTg and the national technology strategy context
Decision No. 21/QĐ-TTg issued on May 7, 2026 is entitled "Promulgation of the List of Strategic Technologies and the List of Strategic Technology Products". This document was developed to identify core technologies and key products that Vietnam needs to prioritize for development, serving as a foundation for the country's industrialization and modernization in the new phase, with the goal of achieving technological autonomy and deep integration into global value chains.
In addition to the 19 products in Group 1 (creating direct economic impact), the Decision also specifies 11 products in Group 2 (creating new growth drivers, platform technologies for the future, ensuring self-reliance in national security and defence), including specialized chips, quantum communication, small modular nuclear reactors (SMRs), Earth observation satellites, and high-speed railways.
