DPPA Platform Integrated with Green Hydrogen and Carbon Credits: A Groundbreaking Infrastructure for Vietnam's Energy Transition
November 3, 2026 — Annie Nguyễn
An ambitious concept project aimed at resolving the bottlenecks in Vietnam's energy market has been unveiled by independent energy and petroleum expert Nguyễn Quốc Hiệu. The project proposes a "Direct Power Purchase Agreement (DPPA) Trading and Connection Platform integrated with Green Hydrogen and Carbon Credits," aiming to build a comprehensive green energy transition ecosystem.

Mr. Nguyễn Quốc Hiệu, M.S.c. moderated a panel at Asian LNG and Gas Power Summit 2026, HCMC, May 2026
According to the author, although Decree 80/2024/ND-CP on the DPPA mechanism has opened a major turning point, practical implementation still faces three major challenges. First is the supply-demand mismatch barrier, as power-consuming enterprises struggle to find renewable energy projects with generation profiles that match their facility's load profiles. Second is the curtailment risk during peak generation hours due to transmission grid congestion, causing resource waste. Third is the pressure of ESG compliance and carbon taxes (CBAM), requiring exporting businesses to the EU/US to transparently prove the origin of clean electricity (I-REC) and actual CO₂ emission reductions.
To comprehensively solve these issues, the project proposes a Multi-Module DPPA Trading Platform architecture based on a digital SaaS Marketplace, operating closed-loop through 4 core modules:
1. DPPA Matching Hub Module: Uses artificial intelligence (AI) to match load profiles between Buyers and Sellers. The system simulates finances (CfD/Fixed Price), provides a library of contract templates, and supports legal e-dossiers, helping optimize clean energy offset ratios and reducing negotiation time by 70%.
2. Green H2 Module (Green Hydrogen): Acts as a system-balancing link. When renewable energy output is surplus or curtailed due to grid congestion, this low-cost electricity is automatically routed to the electrolyzer to produce green hydrogen. This module not only turns grid congestion risk into an energy storage asset but also creates a secondary revenue stream for developers through managing Hydrogen Offtake Purchase Agreements (HOPA). Carbon credits continue to be recorded when green hydrogen replaces grey hydrogen in refining, fertilizer/ammonia production, and clean metallurgy.
3. Carbon & I-REC Module: Automatically converts clean energy metering data (MWh) from Smart Meters into carbon credits and I-RECs based on the grid emission factor. The module manages both I-REC certificates (avoiding double counting) and carbon credits (Verra VCS / Gold Standard), while providing a voluntary carbon credit trading exchange. Notably, the system automatically generates Scope 2 emission inventory reports according to the GHG Protocol and provides a "Carbon Passport" meeting CBAM declaration requirements for exporting businesses.
4. Settlement & Analytics Module: Integrates Smart Meter/SCADA to reconcile generation and consumption, report the Financial Market Price (FMP), and manage price volatility risk, ensuring financial transparency and accurate real-time settlement.

Business Model and Implementation Roadmap
The platform is expected to generate three main revenue streams: SaaS Platform Fees (tool subscription), Transaction Fees (% per MWh of electricity or matched credits), and ESG & CBAM Compliance reporting service fees. The implementation roadmap is divided into 3 phases over 24 months: Phase 1 (months 1-6) building the MVP & DPPA Hub; Phase 2 (months 7-12) connecting Smart Meters, issuing I-RECs, and testing the carbon exchange; Phase 3 (months 13-24) integrating flexible load dispatch for Green H2, finalizing CBAM reports, and scaling up.
Author Nguyễn Quốc Hiệu emphasized that integrating Carbon Credits and Green Hydrogen into the DPPA Platform will help Vietnam optimize renewable energy resources, attract international ESG investment flows, and enhance the competitiveness of exporting businesses in the low-emission era.
