VIETNAM HYDROGEN LEGAL AND REGULATORY FORUM 2026

Legal Framework, Standards, and Compliance for Hydrogen Development in Vietnam

1. Background

On 7 February 2024, the Prime Minister of Vietnam issued Decision No. 165/QD-TTg approving the National Hydrogen Energy Development Strategy to 2030, with a vision to 2050, identifying hydrogen as a strategic pillar in Vietnam’s national energy transition.

However, Vietnam currently lacks a dedicated and comprehensive legal framework for hydrogen. At the same time, hydrogen projects are facing significant regulatory and compliance challenges, including:

Legal classification of hydrogen under existing Vietnamese laws
Licensing and permitting mechanisms for hydrogen projects
Regulations governing hydrogen production, storage, transport, and utilization
Lack of hydrogen-specific technical standards and regulations
Absence of certification mechanisms for green hydrogen and low-carbon hydrogen
No dedicated legal guidance for hydrogen/ammonia in import-export, logistics, and carbon trading

Against this backdrop, there is a strong need to convene a high-level forum bringing together key stakeholders to discuss, analyze, and propose recommendations for the development of Vietnam’s hydrogen legal and regulatory framework.

2. Forum Objectives

Provide a comprehensive update and analysis of the current legal framework relevant to hydrogen in Vietnam
Assess regulatory gaps, technical standards, and compliance requirements requiring further development
Share international best practices in hydrogen regulation and market development
Create a dialogue platform among businesses, investors, regulators, academia, and legal experts
Develop policy recommendations to support sustainable hydrogen development in Vietnam
