Anchoring Maritime Decarbonisation in Vietnam: The Role of Methanol and Green Ammonia in Green Bunkering at Cai Mep Port Cluster

Vietnam is positioning the Cai Mep–Thi Vai port cluster as a future hub for green marine fuels, with methanol and green ammonia playing pivotal roles in the country’s long-term maritime decarbonisation strategy. Supported by the Australian Government’s Partnerships for Infrastructure (P4I) program, a recent feasibility study highlights these two alternative fuels as critical components for sustainable bunkering development in Vietnam.

About the Feasibility Study

Title: Green Marine Fuel Feasibility Study Released: Early 2026 Supported by: Partnerships for Infrastructure (P4I), funded by the Australian Department of Foreign Affairs and Trade (DFAT) Conducted in partnership with: Vietnam Maritime Administration (VINAMARINE / VIMAWA) and Petrolimex (Vietnam National Petroleum Group)

The study evaluated the readiness of the Cai Mep–Thi Vai port cluster for alternative marine fuels, with special emphasis on the technical, commercial, safety, and regulatory requirements for methanol and green ammonia.

Strategic Location of Cai Mep–Thi Vai

Handling over 35% of Vietnam’s seaborne cargo, Cai Mep–Thi Vai lies on major international shipping routes and already benefits from existing LNG infrastructure. These advantages make it a prime location to develop bunkering infrastructure for next-generation fuels, particularly methanol and green ammonia, as global shipping transitions toward net-zero emissions by 2050 under IMO targets.

Why Methanol and Green Ammonia Matter

Methanol (including bio-methanol and e-methanol) Methanol stands out as one of the most promising medium-term solutions for maritime decarbonisation. It is easier to handle than many other alternative fuels, compatible with existing engine technologies (with modifications), and increasingly available through both biological and electrochemical production pathways. The study identifies methanol as having strong medium-term potential due to accelerating global adoption by major shipping lines. Developing methanol bunkering at Cai Mep would allow Vietnam to capture growing demand from methanol-powered vessels while building scalable infrastructure.

Green Ammonia Green ammonia, produced using renewable hydrogen, represents a true zero-carbon fuel for the long term. Although currently in its early development stage, it offers significant potential for deep-sea shipping due to its high energy density and lack of carbon content. The feasibility study notes that green ammonia requires substantial technological and regulatory advancements but is essential for Vietnam’s long-term decarbonisation goals. Establishing early capabilities in ammonia bunkering at Cai Mep would position Vietnam as a forward-looking player in the green fuel supply chain.

While LNG remains the most viable short-term option and biodiesel offers immediate “drop-in” benefits, methanol and green ammonia are viewed as the strategic backbone for Vietnam’s future green bunkering ambitions.

Key Recommendations

Short-term priorities:

  • Site-specific research at existing LNG terminals (Hai Linh and Thi Vai) to prepare for methanol integration.
  • Regulatory gap analysis, with particular attention to safety standards for methanol and ammonia handling.
  • Training programs for port personnel and pilots on new fuel protocols.

Medium to long-term development:

  • Construction of dedicated methanol storage and bunkering facilities.
  • Investment in green ammonia infrastructure, including production linkages and import capabilities.
  • Strengthened cross-ministerial coordination to align energy, transport, and environmental policies.

Broader Benefits

Beyond environmental gains, the shift toward methanol and green ammonia bunkering is expected to generate new jobs in infrastructure development, operations, and specialized workforce training. It will also create opportunities for inclusive employment, local supplier development, and stronger community partnerships.

By focusing on methanol and green ammonia at Cai Mep–Thi Vai, Vietnam can take a leading role in Southeast Asia’s maritime energy transition. Successful implementation will enhance the country’s competitiveness in global shipping, attract international investment in green technologies, and demonstrate Vietnam’s commitment to the IMO’s net-zero 2050 agenda.
